Hal has no Ring now so he would be the last one but with his Ring his potential was nice, defeating Krona was kind of uber.

If we're talking about skill then Hal would definitely have a shot at being #1 or #2. But in terms of power Hal is like 6 or 7.

But his Krona-kill-feat was more then anyone has done imho opinion. Hals power > rest. shrug

You think Hal with 1 ring is above Henshaw with multiple RingS??

In Prime's defense, Henshaw didn't exactly do all that much with the rings beyond punking Supes with them. Doesn't top Hal's Krona busting feat.
