So Gaara gets his sand stuff he showed up to his first fight with Sasuke.
If that's the case, Neji wins this even easier than I thought. He rarely has to spin. He can dissipate the chakra in various techniques to get them to fail: that's what he did when he was in the water prison made by Kisame. Arguably, that's a post chunin exam feat...but the principle seems very simple so I see no reason Neji would not be able to do that: he just has to see the chakra and dissipate it by injecting his own. He can do both at the chunin exam.
So I say that even if Gaara holes up in his ball...neji can cause it to crumble with his chakra injection and x-ray vision combo.
Gaara is toast.
Or Gaara just grabs Neji's ankle, immediately stopping him from using his ballerina spin, and proceeds to kill him.
Post-chunin exam Gaara would crush Neji. Partly because he can ****ing fly.
Also because, Gaara, even back during Chuni bossness, could make his own sand from the ground, does the rotation affect the ground below his feet?

Gaara definitely grabs Neji's foot form under the ground for several reasons.
1. Neji doesn't have the x-ray vision to see that coming
2. Neji doesn't have the reflexes to dodge it.
3. Gaara showed that he could use the under the ground sneak attack before at at the chunin exams.

You're right because:
1. Neji has no way of attacking someone from a distance post-chunin exame.
2. Flying gives Gaara the absolute advantage.
