Kyle was hit so hard by it, he was having problems forming coherent sentences. Basically, it would be like making Mr. X really high, or really drunk, both which would be disadvantages...
And that's not taking into account the strobe lights, which can cause different effects depending on how they're set to strobe. When he beat up Batman in their first meeting, he set his strobes to confuse him.
And why wouldn't it be standard equipment? He used it in his first appearance, and he always keeps his armor loaded with anti JLA gear, which included the NC.

Having his armor and having those abilities arnt the same thing. Standard gear is things you uses on a consistent bases not some crap you pulled out once is a blue moon. By your logic Batman would be a friggin god.
