Bullets and lasers have so seldom hit Thor that he had the same problem Wonder Woman had for many years, i.e., people wondering if he blocked them out of necessity because he wasn't bullet-proof. Daredevil has perhaps three (or four) instances of batting away bullets and many people accept that he is a step ahead in reflexes to Wolverine. Thor does it often, and even more often with lasers, and somehow he's somewhat even with Wolverine? Think a little bit more rationally about this.
Thor's instances of blocking light speed attacks from 30ft away or so proves that he has superspeed and super reflexes. However, it doesn't prove that he can respond to a lightspeed speedblitz though. You are moving the goalposts buddy and bringing up irrelevant things to the discussion.
Remember a baseball player can hit a 90mph straight fastball but fail to hit a 5mph buzzing fly that's 5 ft from him. This is a 18 times speed difference. This means that Thor might have a problem with a speed blitz 18 times slower than light speed initiated from 5ft away.
So using Thor's top feats and disregarding his average/normal ones (not low ones) then Thor has lightspeed reflexes from 30ft away to straight attacks but nothing more.
SSJ4 Goku struggled to lift half of a city. Granted, I don't approve of using GT in debates, but, well, you used it.
That's actually pretty damn weak compared to a strong high herald like Thor, who takes hits from other physical powerhouses consistently.
The best physical striking feat in the DBZ manga is Buutenks punching Gohan's blast so hard it goes from one side of the planet to out the other. Which is impressive, it means he has strength sufficient to wreck small moons or asteroids. Thor has planetary level strength. The difference is pretty big.
This isn't even counting his signifigant versatility advantage, and reacting to a lightspeed attack means he can easily do so to any DBZ character.

Thor's power set screws over DBZ characters in a horrible way.
Really... Even if he fights like a brick, he'd still win. He can very capably react to Goku, and Goku isn't taking a hit from Mjolnir to the skull.
Oh, and end of DBZ characters are clocked at about mach 1,000+ in flying speed, and mach 28,000+ in reaction-time.
Which as I said, is impressive. Personally I would consider Goku a solid low herald, maybe mid, who could give Hulk a fight (Not the asinine and retarded ass WBH bullshit going on right now, but the more conventional Hulk) IMO.

I have. I have seen Hulk fanboys claim Hulk's infinite strength will triumph anyone because he can't be killed and therefor all the damage done to him will translate into Hulk getting stronger while his opponent gets weaker. Speed, versatility and magic be damned to all hell.
