Supergirl who didn't know the meaning of the word restraint could probably take this. but any hesitation and I'd say bolt blasts her. Based on overall portrayal I rate her above most heralds but she's still no superman though I wouldn't really ever consider him anything approaching average for a kryptonian.

Mind you a 10 billion decibels sound would pack more energy than entire universe's worth of energy. Take it as you want. Black bolt would beat her 5.5/10 as she wasn't as expierenced as Kal.
Like I said, I'd put Black Bolt above that.
