Black Bolt would have his hands full, but he has one hit knock out power with that voice of his, and if he let it go off in her face a couple of times this should put her down.

Black bolt can take a hit, he nearly put Gladiator down. Recently as in Superman 6 Superman easily overpowers her. She isn't too much for Black Bolt to deal with.

Black Bolt is fast enough to keep up with her normal combat speeds, especially given that he simply needs to emit even a fraction of noise while she tries to reach him. That's all assuming he doesn't employ shields, energy manipulation or his more exotic attacks, including messing with the energy and electrons that make up her body/bio-shield.

Plus we know that he can well enough take a hit, given by his multiple showings of taking it to Supergirl's equals/superiors in strength/

Kara has taken Silver Banshee's scream. At full force, IIRC. BB would have to use one of his most powerful screams, but I doubt he could drop her.

If Blackbolt's scream were sonic in nature, that would be a solid comparison. BB's voice is actually just wide-range, all-destructive matter manipulation that is tied to verbal output (and has been treated as such for years, tied to his ability to control electrons).

Incidentally, I'd be game to take this to a battlezone were anyone game.

How fast is he?

At the least, Kara is fast enough to go from one side of the Earth to the other in under a second. For all intents and purposes, she'd be teleporting to his position unless BB is a near light speedster himself...
