First off, we have a free will. God gave that to us. We can believe whatever we want. God gave us that gift. However, there is a right path and a wrong path.

God sends the strong delusion to TEST YOU. Jesus said many times to His disciples to BE NOT DECEIVED.

It says in the Bible that many will be deceived, and many will not find salvation.

"Enter ye in at the strait gate: for wide is the gate, and broad is the way, that leadeth to destruction, and many there be which go in thereat: Because strait is the gate, and narrow is the way, which leadeth unto life, and few there be that find it." (Matthew 7:13-14)

God is not "mind controlling" anyone. God shall send them strong delusion, meaning He will give them over to their own devices. There is another passage in Scripture that states the following:

"Speaking lies in hypocrisy; having their conscience seared with a hot iron" (1 Timothy 4:2)

This means that after a while of rejecting truth, you stop having any sort of conviction inside you. If you're out murdering constantly, would you have any sort of conviction for taking a life? No. Your conscience is seared with a hot iron. It wouldn't faze you anymore. You've been given over to your own devices.
