Probably Tobi. But I'm a pretty big Tobi fan boy so...yeah.

I'd say Tobi. He can do stuff like have Fu blind Blackbeard then fire a bunch of biju balls at him.

And for a guy who's a damage sponge, that's not a good thing.

Blackbeard probably can't beat Tobi and all of the Biju at once, he is too slow, and while durable as ****, can't take seven mountainish busters at once.

Well, in this case it is mostly powerset.

Enel is in a perpetual state of lightning, and is much more mobile than Blackbeard, while having a lot of raw power.

Blackbeard himself is basically just a tank who can output a lot of power.

Still, Enel is easily at Admiral level. And depending on how impressive Big Mom is, I might say Yonko level.

I can't actually remember Tobi ever using Genjutsu interestingly.

He used a genjutsu to kill Konan.

He has. On Konan and Fu/Torune I believe. And Tobi was most assuredly behind the attack on Konoha, so he used one on the Kyuubi. And he might have used one on Yagura.

Keep in mind...genjutsu really won't work in a hypothetical fight with Enel. Due to Logia intangibility and mantra enabling Enel to basically fight blind if he really wants.

Since Tobi can play chicken forever and hope for the best from his bijuu I can see his team making it to the end. Give Blackbeard any of his Fleet Captains and they walk through the Bijuu as if they were nothing.

Anyways, if Teach gets his hands on Tobi he's dead. The Gura Gura will strip his powers from his and Teach will snap him like a twig.
