The problem lies in when we apply the Full Capacity Flash rule, you see, Superman was consistently strong enough to toss around stars and planets, was consistently able to travel through time, was consistently multiples of light speed, etc, and although he struggled with some bullshit or another at random times- we know it's within his power to use those abilities here.

For example, even though The Flash doesn't clock each of his own opponents in the first millisecond in his own comic, it is assumed that is a viable tactic on this board since it is a proven fact that he possesses that level of speed.
It is also assumed that the characters fight at their optimum levels of ability - not explicitly weakened or unusually powered up for those who have variable power levels.

A few high showings? Superman was always doing absurd shit issue by issue and has very few low showings out of context. If you go by that route surfer was armbarred by a human just recently, do you think we can use it to gouge his average or getting koed by sledgehammers or by a brick or meteors etc. That low showings were PIS and no "LOLZ, Its silver age so superman getting koed by electrical fence is acceptable" can change that.
