WW Hulk isn't stronger than War Hulk there's no proof. Him possessing a hammer along with his own natural powers makes him more formidable.

Hulk's power fluctuates I have seen savage Hulk go down to just Spiderman.

It was stated on panel that WWH is the strongest Hulk to walk the planet. War Hulk is a Hulk isn't he? Then there is other proof as well.

Savage Hulk powers does fluctuate. I'm glad WWH had complete control of his Rage.

WW Hulk didn't show anything beyond War Hulk since both faced off against Juggs one guy stopped his momentum one redirected it while moving back. That's called a direct comparison, kiddo.

All Hulks fluctuate in power not just savage.
