Why does Saar think you already know who the person is?

Because we have likely heard of this person before, maybe even recently.

And how would he know that?

Either Saar was around when we heard about this person, or this person is really well known.

That or Saar knows we know them because he's talking about himself and just being tricky.

Saar was barely around you before, so that seems unlikely, and the latter is a tad vague.

Saar already told you he didn't go- and even if he did, he'd count as having gone with Kuylen.

So again- what does Saar KNOW about your recent activities? Again, simply and literally. Do not overcomplicate. Related to in the moment, right now, unrelated to any previous story.

He will only know what we have told him, I'm guessing.

He knows we're looking for the Syphar N Kalar and that we've been looking in Kuylen's past. That, since we're here, we've run out of leads.

No, he's not even certain of those things, likely as they are. Still need to be more literal!

The third person is, or at least was, a Jedi? Since we're also Jedi, all raised in the Temple, there's a high chance we know about him.

Edit! If that's wrong, could the third person be Bureau related? What with this being a Bureau station and all.
