Well hold on a second here, Cap was lent power that was not a part of his regular power set, so what would stop Rune King Thor from removing that magic from him, and reducing him to his regular levels?

That's speculation that Rune King Thor could, on his own, cut off Billy from the power consisted of what was left of DC Earth's magical energy and energy obtained off planet.

There's a (much) better chance RKT simply forces Billy to burn though his amp than actually depowering him.
