Nihilus can devour the Force in a wide area (like the Dark Reaper), which can potentially rob Anakin and Dooku of a reservoir to draw from. Kreia's drain has not been shown to do so and several seconds pass between the drain's strike and the death of the victims. Plenty of time for extremely powerful and highly skilled combatants like Dooku and Vader to react.
If we assume that there is time to act and perform Uliq's technique. Because as much as you want it to be, the Dark Reaper is not Nihilus or Traya and doesn't use their technique. There could be a profound difference in terms of the speed at which a Force user is drained that would render Uliq's technique ineffective.
How do you know that Uliq's technique A) Can be used fast enough to prevent complete draining B) Is efficient enough to replace the drained Force fast enough and adequately to avoid complete draining and C) Can be used while being drained.
