I posted this in the wrong thread but Hulk has turned it on and off on more than once.

He means that Hulk can - and has on many occasions - amp to levels far in-excess of his 'regular', without requiring further outside/contextual stimulus.
Like for instance Prof Hulk bracing a mountain or Green Scar casually throwing about mountains on Sakaar. Or say leaping to its moon and back.
Most incarnations of Hulk are fully capable of amping without outside stimulus and ever since House of M, Banner has been channelling his anger and learning to control his Hulk-side through meditation (it started back then, with the aborigines in the outback).
Green Scar's only reason for holding back on going "World Breaker" is his concern for collateral damage, in a forum fight, that does not apply - the battlefield is a neutral plane with no other parties.

what makes you think he's at WB levels when he punched? just cause they put some green around him?

Same comic, him punching with no green aura...we then see this same aura an issue later when he went World Breaker per Psycho scans. It's the same crap and he did it more than once in different issues while punching someone.

That Superman was consistent over a dozen or so issues; an entire arc that took place over the course of months. You'd know this if you'd read the comic.

As far as how we classify Hulk; if OP's aren't going to be specific enough, then we're going to have to come up with something clearer.
I really don't get why people will say "WWH" and then talk about things that happened outside of that arc, though.

I never said Hulk was equal to OWAW Superman just like I don't think Superman is equal to Onslaught busting Savage Hulk. On average of both, they are equals.

So? Onslaught being better than some probes doesn't make that Hulk superior to any incarnation of pre-reboot Superman. To think that woudl be to disregard an entire library of feats.
Not saying Onslaught wasn't impressive, because it was.

I never said Savage Hulk was superior than Superman but I did say Onslaught is superior than "ANY" probe and he clearly is...especially Onslaught by the end, the one that created a Utopia and a Sun with just a thought and had the planet on complete lock (and also had earth villains scared to face him).
What I did say was Savage Hulk and Superman are peers (even though I would give Superman the majority against him) but you threw out Superman high ft to prove that he is above Hulk so I pretty much did the same thing.
