The need for gaining approval isn't based on if the person liked it, but rather based on the need to seeing that it fits all the requirements of the RP. Even if your character was overpowered, so long as it meets the requirements, it is an unhosted RP so technically it wouldn't matter. It's more a show of respect to wait for something to be approved.
Shota isn't a Lead Character. She is the type of character who helps the Lead, who flirts often with people she likes, who acts on her voice. For example, if she says "Annie, you're cute" then she'd probably be planning a romantic action. I need to keep Shota supervised otherwise she'd end up doing things that we aren't allowed to do here. It wouldn't make sense then for me to change it and say she "doesn't do that" just because of OOC. She would however, consider not rushing in somewhere so I can work that to my advantage. After all, we don't want Annie moaning and squirming because of Shota touching her. Don't you agree Xanatos? We wouldn't want mine and Starry's characters doing bad things, hm..
