The best out of those in the list, as in who would be more able to exploit PC therefore more powerfull than the bunch, Id say Tony Starks. He is one of the few none powered Earthier who was able to challenge and got the upper hand on Surfer with just resource alone, now just think of having all/most the resources in the universe in his hands.. I say he wins hands down, followed by Beast..
Tony would become an inter-galactic playboy instead of a planetary one, but he would have to find another way to drown those sorrows because alcohol wouldn't affect him.
Banner would be fun to watch, high tech god intelligence, his experience with physics and cosmic/gamma radiation would make him a beastly Surfer.
Captain America would take the "Superman" role with those powers and be the most heroic.
Nate Grey or Jean with Surfers powers could potentially be the most powerful.
Parker would just be annoying.

Pretty sure that ole cosmic awareness gives you insight into your own powerset.
Someone as relatively average in intellect such as Johnny Storm was instinctively disarming alien nuclear weapons with the Power Cosmic thanks to it.
There's no reason to believe that Rogers wouldn't be proficient in its use, especially when stacked upon his already legendary combat acumen.
