Ironman didn't hold back in WWH. It stated that he "didn't" hold back when he was facing WWH. Hercules had the best chance out of anyone on Earth at defeating WWH. Doesn't mean that he would've unless Hulk held back.

He didn't say he held back, he said he "wonders" if he held back or not. In that same scan he states that he doesn't hold back anymore and looking at their recent fights, Ironman attacks didn't even give Hulk pause (except when he fought Gravage of course).
The fact that he wonders is already bad enough.

If you gave it your gutwrenching all, and you exhausted every tactic in the book, you'd know when you've hit your limit. The fact Stark still thinks he has a few tricks up his sleeve...suggests strongly that he didn't go all out.
