It's basically collaborative storytelling. You post how your character acts, another player posts how their character acts, etc. If you feel having another around, I don't mind helping you set up and getting into one.
Technically, the Unhosted forum is supposed to ease that burden. Somebody comes up with a setting, a few character ideas, and that's it. Other players then start interacting with the setting and plot should develop from there. A lot of the more recent RPs aren't being run that way right now, but that's more to a preference between player and OP on having some kind of sense of control in the setting.
