Yep. Plus IM3 seemed to indicate it with Jarvis controlling all those armors and Stark destroying all his suits at the end. Furthermore, the AoU teaser they showed at Comic-con apparently had Iron Man's helmet morph into Ultron's.

Whedon said there's no Pym included. So if the guy who invented Ultron originally isn't there, it makes sense the only guy with access to hyper advanced AI tech would be the one to create him this time around.

He straight up said Pym wouldn't be involved. He said they're taking bits and pieces of the Ultron origin story and reworking it.
It's not jumping a gun to listen to a confirmation from the director of the movie.
And why do you think they'd put Pym in a movie when he hasn't even been introduced in his own movie yet?

who cares what he said.. Its a known fact that Whedon has lied about things... Makes no sense for him to tell the world that Stark creates Ultron, especially since he hasn't even started filming.. I find that very very suspicious.. thats why I am not jumping the gun here,, movies studios, actors/actresses, directors put things out there to get people started talking about it.. Prime example Didn't Chris Nolan say he was done with anymore involvement regarding Superman and Batman???
For the same exact reason WB is doing for the new Batman.. by putting the new Batman in a team up film with Superman, the fans will decide whether or not WB will move forward with his own film..
same applies here with Antman , Marvel could be giving us a glimpse of what is to come with Pym
