Ahhh.... No. I've read the books, and she didn't really do much that was very impressive. The only reason she survived 1 was because she had people trying to keep her alive, and in 2 she had a group of people trying to keep her alive. Same with 3.
Really, she won't win. Hawkeye can still shoot her much quicker than she can shoot him, and he can shoot more accurately.

Yeah, but see, she made that shot after the judges were turned away. They didn't see her raise the bow, pull the string taut, or anything like that. If she'd tried that while they were watching, among being freaked out she aimed an arrow at them, she would've missed. Stagefright +1
She wasn't that hot a shot with the bag, either. It took her two arrow to get it open.
The USB arrow is relevant if shooting bags goes toward estimating Katniss' skill. Hawkeye shot an arrow with the amount of force/pull required to hit a target without damaging the components within the USB-arrow, but without completely messing up the trajectory of the shot. That requires some sensitivity and skill with the bow, I figure. In the movie, they also mention that Hawkeye has been on other missions, so I infer that he has tactical training as well (on top of the fact that he is a Shield Operative).

No he ain't. Clint dodged lasers skimming past his head. He can dodge an arrow form Katniss.
Hawkeye as proven in the film can climb and snipe from safe positions.
He also has an advantage over Everdeen in the fact that he has battled militia with his skills in the past.
Katniss needed help in the Hunger Games. HE would've won the games without any help.
He fought Black Widow in melee combat. He lost, but she is simply superior in close range combat.
Katniss has no feats but shooting an apple and a target. Feats HE does in his spare time considering he hits moving targets Olympic level athletes can only pray they could do.
Katniss is a human level archer. Clint is superhuman. And HG supporters need to deal with it.
Is Katniss hitting the target better than Hawkeye calculating and hitting a moving target without looking with utter ease?
Also you guys are seriously underestimating Hawk's hit to Loki. You want to talk about dead center? Hawkeye had it intently heading directly for Loki's eye. While Loki was moving. Loki only caught it due to superhuman reflexes, which Katniss doesn't have. Also again, he did it without effort.
