Yeah but Simon was pulling some random powers and strenght from his ass.

He hasn't demonstrated strength around that level nor did he manage to port before on his own.

Simon always had that strength level. But, sometimes he was missing the skills.

Yeah, Marvel always had Wonder Man at Class 95 to Thors Class 100, and hes always been Up There in strength level for Marvel. Saying that, Id go most any version of Doomsday against most any version of Rulk, really.

Who's more inconsistent than Rulk or Sentry?

Well there is a reason Rulk is inconsistent, he can't use his energy powers which allowed him to defeat the upper tier characters. This isn't even his worst showing recently. His fight with Domino (which not sure if it's canon, as some stories in AvX Vs #6 were canon and others werent) was far far far worse.
