Throughout much, if not most, of the Silver Age (i.e. the 1960s) Kryptonians were accorded the same strength levels one to another.
You'll find an exception or two, but they generally did NOT take into account gender or even size differences.
It would have made perfect sense to a reader of that day, knowing the above, that Superman was unable to wrest Baby Buster from Bizarro Supergirl. She was every bit as strong as he was.
The simple fact is, though, in addition to being as strong as Superman, Bizarrogirl weighed less. So she was, by definition, stronger pound-for-pound.
Silver Age Superman was also reckoned to be as strong as mythical Hercules. In fact, there were at least 1 or 2 instances where he competed AGAINST the mythical Hercules.
He won against Hercules only because he had EXTRA abilities, like flight, speed, and invulnerability, and said so himself, but their strength was equal.
Wonder Woman, however, was stronger than Hercules. That's part of her strength classification, which the original poster asked us to base our decisions on.
