That's either wreckage, or a flaming parachute. Even if it was a parachute, it didn't slow his fall enough to really matter.
And the difference between them is Conan fell onto a wagon. Cap slammed into a concrete building. Also, Cap was going terminal velocity as he'd just experienced re-entry. Conan was nowhere near that fast.
The thing about Cap is that he isn't just a one trick pony with durability feats to rely on. 🙂 The wagon and the chute kind of take away from Conan/Cap feats.
Steve gets sent through some buildings.
Steve gets punched and sent many miles up in the sky.
Falling pretty high but its not the height that makes it impressive(Warmachine adds to it).

Ok, if I accept that, where is the rest of the harness, as in the part that allows him to remain upright and to control his descent? Also, where are the remains of the chute in the next panel?
You don't see it in the next panel? It's up against the wall.

I see something hit the wall hard enough to dislodge bricks, I doubt that was mean to be a chute.
But if we want to call that the chute, I'm fine with it because for a chute to cause that much damage it had to be traveling far faster than should be possible in the RL, which in turns makes Cap's feat all the more impressive.
