It's funny, he's trying to limit the entire US military to at most a few missiles, because that's all that was shown.
However, he's willing to spot wands and potions/time-turners to thousands of wizards that weren't actually shown to have them.
Granted, we can assume that the wizards would have wands, but the same holds true for the amount of bombs/missiles the US military would have access to.
