Considering no Titan really went up against the golem-creatures with the exception of Athena (and she pretty much ran through the few she did combat), it shouldn't've taken that long.
Olli helped a older couple and managed to tell them to get to safety then saved a group of people in a damaged pizza parlor a couple blocks away; Athena managed to fly to the downtown scene from Titan's Tower; Matt located and faced the one who caused everything in a very short confrontation.
All of that could have happened in anywhere between 15-30 mins I guess.

Okay, I read through the attack on the city. Its now over, though there is a moderate amount of damage done to the downtown area. Athena has taken Matt back to Titan's Tower for medical attention; Clive was just instructed by Athena to help the recently arrived cops and ambulance techs with the "hot zone"; Olli just helped a group of people in a pizza parlor.
Now we should all take it from here.
And Drakon, I'm not sure if your character knows the Titans as this wasn't established before hand but hows about you just have him helping in the city and we can figure out the rest later?
