Why is it impossible? Negating mutant powers is what Leech does. Heck, Leech has even dampened the powers of characters who, by definition, aren't mutants(Hazmat and the Power Pack come to mind.) The dude is haxxed beyond belief. But as with most power dampeners, there are still ways around Leech's abilities.

In the final episode of X-men Evolution (stop reading now if you don't want spoilers), Apocalypse had turned Storm, Xavier, Magneto and Mystique into his horsemen, and used the Eye of Ages to copy the powers of almost every X-man. In the end, Leech allows Rogue to absorb his powers, allowing Rogue to simply walk in to Apocalypse's base depowering the horsemen, Eye of Ages, and Apo himself.. saving the world.

All the times they(adult Frank and Leech) were together, he didn't. So no.

Or he could just turn off his X-Gene. Better still, turn leech into a slug.
