Since when is the character of Harley Quinn a big earner?
Suicide Squad made crap tons of money despite its poor quality which even the director has owned up to. And it sold a lot of Harley Quinn merchandise. The Joker/Harley couple thing has become popular.
Plus I don’t think anyone thinks Margot Robbie did a bad job.

Here is the thing, the DC movies are financial successes. From a business standpoint there is no reason to stop. They made a profit of hundreds of millions of dollars just off their latest film. It's quite clear by now their movies will continue to make a profit based solely off of brand recognition. The solution is not to stop making them, but merely to see if you can improve them and thus increase the amount of profit you make.
DC made hundreds of millions in profit off of JL? do you have a link for that?

She is like the Joker though, characters that should not be given their own films, but should appear in the films of others.

WB has never officially released the budget, it could be higher or lower.
http://collider.com/justice-league-runtime-budget-revealed/
"he filming of Justice League was a unique process. When Geoff Johns and Jon Berg were hired to oversee the DC movie slate and give it a more optimistic tone, their first job was to get with Zack Snyder and screenwriter Chris Terrio to rework Justice League and make it a more hopeful movie. Per WSJ, when Snyder delivered his cut earlier this year, studio executives “felt he had made progress with the lighter elements,†but also felt the movie could use more work. That’s when Joss Whedon was brought in to write scenes for the reshoots, and when Snyder left after his daughter’s death, Whedon directed and oversaw what WSJ describes as “significant†reshoots that brought the budget up to $300 million."
I see nothing suggesting the number would be drastically higher. Even if its 400 million, it's still a profit of hundreds of millions.
Once it reaches 700 million, the budget could have been 500 million and the phrase "movie made hundreds of millions in profit" would still be true.

WB has not released the budget officially.
And what reason do we have to believe it is drastically higher than that figure?
It could have cost 450 million to make and it would still have made hundreds of millions in profit lol.
It only didn't make said profit if we assume, for no valid reason, this film cost like half a billion to make, which is utterly silly.
