This crap again. While Freddy had the advantage in the dream world, he couldn't permanently put Jason down. Hence Freddy's frustration; it was sheer luck that Freddy stumbled upon Jason's water-fear.

Repeating failed points from over a year ago is just that, a failure. It was happenstance, why prior to Freddy finding out about the water-fear he was desperately saying "Why won't you die!", despite being on his home turf.

jason was chained at the bottom of the lake before and he didnt die.
jason would rewake after being drowned and the tranquilisers would eventually wear off allowing jason the chance (slim maybe) to grab freddy

Freddy was frustrated due to Jason not dying when anyone else he's gone up against would have been dead ten times over. He quickly rectified that and began the victimization of Voorhees.
The film doesn't disagree. You are simple minded and Yu agrees Freddy won.
Freddy is smaller so of course he would but he retaliated and got the better of Jason despite being without his dreamworld powers.
