Canon shows Jason walking out of the water at the end, clearly cured of his aquaphobia. Matter of fact, if we go with your BS theory that the end was a dream, then it is conclusive proof that Jason is no longer bound by the water fear even in dreams, so Freddy can no longer use that tactic, and as referenced by "why won't you die", Freddy has no other weakness to exploit.
