Why are you flipping out over the drone issue. Why aren't you flipping out that the President in certain extreme conditions of national emergency could order military force against US citizens, period? Why is "drone" the naughty word here?

The drones arent the problem. The pilots and their commanders are, especially if we're going to fund a government and politicians to operate this without due process.

IIRC and if it can be believed, yes, the President would need those conditions to use this power.
