She has flight, super strength, durability and speed but needs training and weapons to close that gap between her and that insane potential Superman keeps up on a shelf somewhere to pull out whenever it's convenient.

I think I know the comic you're talking about, and yes, while it was stated, it isn't representative of a lot of other comics. If they had even bodies, batman Is going to win more often than not, in general.

That page (and a lot of that arc) is a bane to Superman fans, because it was written by a writer that fully admitted to nerfing Superman, and not just that. He wrote him out of character, and as if that wasn't bad enough, the "Usain Bolt Vs Bruce Lee" comparison was his attempt to justify something he said on a message board to his fans.
Truth be told, I believe, and I would write, that Wonder Woman and Superman are as quick as each other reflex wise. His advantage is in size, strength and reach, while hers is in skill, and having a "warrior's mentality" so to speak.
