Quan Chi was more impressive overall in how he was portrayed. Wasn't the point of Quan Chi to be a stronger replacement for the 'Shang tsung' slot of 'ambitious mid boss lackey' for Shinnok?
Some might even consider Shang Tsung a one trick pony with the transformations while Quan Chi's sorcerery seems a little more bigger in scope and ambitious.
