I did read it. I think he's frustrated with your stance. I think they are right about Goku losing fair and square.
IMO, what happened, Bills respected Goku so much for getting so strong that he decided not to destroy Earth. Unlike villains, Bills is not an unfettered evil monster. So Bills, being very sure of his abilities, was shocked at how powerful Goku got despite Bills not going all out.
So him not destroying Earth was his way of showing his respect to Goku.
We know Goku gets much stronger than he is in that form.
