Ozymandias has already unleashed his plan before the heroes had any chance to stop it. He was too smart to allow any possible win scenario for his ex-comrades.
He even persuaded the god member of the crew to kill the one man who would try to expose his plan.

hint: the city bombing was made for the sole intent of avoiding the book's ending which would have come off as unexciting and awkward. giant dead squid just appearing and everyone being like "OMFG ITS A GIANT DEAD SQUID!!!!!"
