No doubt Mag would defeat Jean but let's be fair, In both of his "fights" with Phoenix they are WITHOUT context. When they first faced Jean herself limited her powers which explained why she hit a wall and could draw on no more of her powers.
Also Xorn and Phoenix NEVER fought, Jean sought to comfort him and he attacked giving her a lethal Emp while she was unaware, which is strange seeing as this is the same woman who in that very issue was in the HEART of the SUN and used it's power and Asteroid M to create an spacecraft. Now maybe it's me but I doubt Mags could create anything as strong as the very sun.
It should also be noted Jean commented in issue she, "didn't know how long they'd let her stay".
