Legal and regulated prostitution is an arguably better case than that of legal, regulated drugs. Short of a Biblical argument, there's no good reason why prostitution shouldn't be made legal and brought into the light. It certainly won't ever be eradicated, but if it's no longer underground and the problems associated with pimping, drug abuse, and spread of STDs will--while still likely existing--be severely curtailed.

The government couldn't completely regulate prostitution. A pimp ain't payin no taxes. It would still remain largely underground.

If prostitution were well regulated there wouldn't be any need for pimps because prostitutes would have legal recourse for settling their accounts, so to speak, and they would be able to seek the law's protection if any pimps tried to extort them. It won't be perfect, and pimps will still thrive in more lawless areas, but at least there will be the potential for prostitutes to ply their trade without having to put up with the abuse of opportunistic extortionists.

As it is, there is almost no way whatsoever for prostitutes in cities to avoid becoming victims of pimping, because they can't go to the police or report the extortion.
