Meh. To me it takes more than a few kick ass episodes followed by a few mediocre ones to call it "Arrow level". Especially after the horrible first season they gave us.
And it still has the problem of characters you don't seem to care about. Although the new characters are good, it's not really focused on them so far.
If it ends up being a kick ass season though, and they slowly filter out the old characters (except Coulson) replacing them with the new more likeable ones, then I'll call it "Arrow level" for sure.

A few people have said that now about the current season of Arrow. But I'm personally enjoying it as much as previous seasons.
Agree with you about Flash still finding itself. Though it's definitely far beyond where AOS was at the same point in time. But I think I'm just generally more excited for the background premise and set-up of Flash over AOS.
