And buying a government intelligence service is not one of them.
Shield is an independent intelligence agency. As you saw in Winter Soldier, the board members were from other countries. Besides, this is fiction. If Thor can shoot lightening out of a hammer, Stark industries can become the new SHIELD.

It's run by a few governments dude. Presumably sanctioned by the UN. There is no way the American Government is going to allow a massive independent intelligence agency armed with nukes operate on American soil.

OK, your right. But Stark could still play a similar role to shield. How would you explain the reason for Maria Hill applying at Stark Industries?

I'm still banking on him being a triple-agent. So deep, only Fury knows the truth.
He's killed too many innocents.
And tbh I'd hate that. This twist was really unexpected, and something completely different to what we'd expect in these kind of shows. So I'd hate it if they went back on it and said, "Ah he was good all along really."

Then Fury should have known about Hydra in TWS. He didn't.
I thought he did know, just that he didn't know how high up it went. Wasn't that the whole point of him ending up being the one who hired those pirates in the beginning?
