It has been confirmed by Pablo Hidalgo that Malachor is a Dark Side Nexus but when asking if the Inquisitors, Vader and Maul were amped he responded that is was a possibility.

As I thought. The creators of Rebels don't think of Amps to Darksiders when they choreograph these fights at Dark side temples and stuff. Filoni already confirmed he did Ahsoka vs Vader as he always imagined it.So it's pretty doubtful the fights would go much different on neutral ground.
As I pointed out if Maul was amped there should be no way he'd be tooled by a handicapped Jedi.
