Well using powers, if Galactus absorbed Ultron like he was nothing, its very probably Surfer with some effort could do the same. If its HTH, then Ultron beats him easily.

He'd probably first have to create an opening in his chassis to do so. Thor needed one. And... well... that's the tough part.

There are still bad matchups despite tiers. Much like magneto should wreck ultron based on basic powersets, Surfer should as well if its not H2H

Surfer's versaltility allows him to disable an all metal opponent like ultron if he wants to fairly easily...

But in straight hand to hand... surfer might have a hard time damaging the internals to end the fight.

Outside of hand to hand combat, this is a terrible, terrible, matchup for Ultron; besides melee combat, Surfer has the goods (if he isnt jobbing) to defeat Ultron every single time (I honestly feel that a non jobbing Surfer owns Nimrod equally hard)...

Galactus didnt open up Ultron to drain him, he just Poof did so (possibly out of his mouth, if one was needed), so dont think Surfer if he took that same route would need to open Ultron up to drain him.

That's Galactus though. If Thor w/Mjolnir needed a crack, then Surfer likely will too.
