I give Surfer the majority over Superman and I also give Hulk th majority against Orion. Then, this is recent versions of all. So why wouldn't I give team 2 the overwhelming majority?

Silver Surfer and Hulk too much

Hulk might be the downfall for team 2. Especially since Orion has the Astro Force and Mother Box.
