If you're asking if he can drive alongside a semi for extended periods of time, I'm pretty sure he's capable. What have these thefts consisted of that Frank can not pull off? As far as being undercover, I'm pretty sure Frank has lied to people multiple times. If Brian can pull it off, Frank, an experienced black ops vet, surely can keep his cool as well.

Martin has been able to live a life where he's a tourist in France on the outside while secretly working as a getaway car driver for bank robbers and other underground "transporting". I really don't think making him go undercover for a street racing gang is that far off. And it won't be as difficult for him as it was for Brian. Brian was an active officer, his loyalties were being brought into question as he still had a duty to his job. Frank has no duty left for job or country. Someone who doesn't mind being a getaway driver for bank robbers would have no problem with the kind of jobs that DOm's crew does.

Now why would he want to do that? The OP states that Martin singlehandedly takes on every villain in the FF franchise. He didn't say that Martin singlehandedly needs to replicate the exact feats of Dom's team. He'll use his own strategy and his own tactics. Most of his tactics even the entire team of Dom couldn't replicate.
As for police under cover work, Brian's undercover work wasn't exactly extremely hard. He had to infiltrate a racing gang whom, surprise surprise, weren't actually bad people. Martin deals with worse people doing shadier work on a regular basis, and he doesn't even call it "undercover work".
Bet Martin could handle infiltrating Dom's gang a lot easier than Brian can handle doing the jobs the transporter does.

Replicating feats of Brian/Dom, that he can do. But what you were asking was for him to drive 4 cars simultaneously - which is more akin to asking him to replicate the feats of the entire team.
