Yes, I remember that showing. Which, iirc, was well before Infinite Crisis and the Speed Force returning.
Even if Pietro is habitually faster than Jay - I don't think he is - Jay has a considerable experience edge as well as abilities involving applications of speed not limited to just being fast in of itself.
The fact that Jay was able to engage in combat with Black Adam at all is a crazy feat for the old man.

Also I've only seen wally do this, i.e be in two places at once. Jay is in New York and San Francisco at once.

If you mean the one where Jay stole Black Adam's speed after he'd left BA in his dust because the fastest BA could go was half the speed of light and Jay went FTL and then broke the time barrier and went to ancient Egypt?? If that's the one you mean that is actually a high end feat. Jay is the only speedster in DCU besides Wally capable of speed stealing. he is also still FTL he just can't maintain it for extended periods without risking a heart attack ( all about maintaining his heart rate to s set number of thousands bets per second). When Johns left JSA just a few years ago and the entire JSA was surprise attacked by a team of villains after a reword on the JSA's heads only Jay and Stargirl were left standing. JAy disappeared from the view of all villains present ( including a couple of light speed villains who didn't even see him leave) and returned in their view almost as soon as his image disappeared with Dr Fate from the other side of the country. He disappeared from the view of people who speed blitzed Powergirl. That fast enough for you???
Also as soon as he steals quicksilver's speed ( which he's one of the only three characters in comics can do - Wally, Jay, Juggs) he stomps
