In close H2H combat, slugging it out & lifting, pushing and striking strength, healing factor, durability & fighting speeds...Hulk smash thor! But in overall versatality thor dominates hulk.......pretty easily, he has a much wider array of powers, and that's coming from a really big hulk fan, but in a feat vs feat between thor an hulk......thor is more impressive, although hulk has the potential to be a lot more impressive and live up to the basic character outline = pure & Utter near limitless strength.......
Hulk wins in healing and the last 6 years he's winning in strength.
Before that Thor had him in just about every category there was, unless we're specifically excluding every single non-herald fight the Hulk's been in. Which, you know, is about 90% of his fights 🙂
It's a very charming notion, that someone who gets brought to the brink of death by the Abomination could compete against what Thor regularly deals with, but hey, that's how it goes!
Thor literally matches a Savage Hulk's strength in a grappling contest for an entire hour, from Defenders #10:

Hands down, no hyperbole and skimming thru their canon comic history. Feat-wise who is the better of the two?
A good majority of Thor's "feats" are really just Mjolnir doing it's thing. Thor's two best feats that don't involve Mjolnir that I can think of are : surviving multiple shots by angry Celestials and resisting Wolverine's claws as much as he did.

In strength under Pak, sure. As a whole? Not really. Thor's energy projection/absorbing/random ass powers as well as facing way more impressive threats than Hulk as a whole are firmly in his favor.
Also you can't really divorce Thor from Mjolnir as it's a part of his character and has been since the 60's.
