Thor is better against magical, intangible, obscure enemies
While Superman is better against common opponents.
Thor is more versatile while Superman is faster and yet more simple.
More versatile isn't superior to being more simple IF you are faster with the more simple or the more simple is just as effective.
Superman is weaker against magic and red sun radiation.
Thor is weaker against cutting force and without his hammer (he sometimes drops it after receiving a vicious attack or throws and misses)
In overall formidableness I would rate
Thor = 98
Superman =100
IMO Superman being vastly faster carries more weight than Thor being more versatile and able to battle a wider range of opponents.

I don't think there's an 'all-out' and 'average' Thor in the way there's an 'all out Superman' and 'average Superman'.
As in if, say, Thor confronts somebody like Hulk, then he's generally 'all out' in terms of physical strength, while if he confronts Iron Man, he will always be 'holding back' [JMS notwithstanding]. Superman, on the other hand, will always hold back his strength, both against Iron Man and Thor, nearly everytime. He has to actively have events trigger his war-numb mode [like it was in OWAW] in order for him to fully access his full strength. And at that level, he can one-shot beings that give his 'average all-out mode' a very hard time [again, OWAW]. Superman's power is regulated by his mindset, and it's subconscious in a very different way that any other heroes.
These are just randoms, and they don't really paint a clear picture, but:
Thor (against Iron Man) - 70
Thor (against Hulk) - 90
Superman (average) - 110
Superman (all-out) - 180
