That doesn't explain why Fisk did what SamZED said, not to mention Pete holding back doesn't explain why he let Fisk flat out manhandle him in a shoving contest, pushing him through a thick concrete wall.
That "holding back" line is basically just a retcon since Marvel decided against pulling the trigger on calling Fisk a full blown meta, even though no normal human can do half the things he did back in the day (Leaving fingerprints in a steel beam, for example, or casually opening a heavy safe with one hand that Daredevil can barely move with both. And even among comic book people, how many streets can toss around a complete furniture set, including a solid oak desk, like they're made of cardboard? Which is what he did when he literally pulled the rug out from Spidey's feet once...)

First of all, Hawkman's stronger than Spiderman/Fisk. He's also one of those who's always fighting above his weight class, as he routinely fights heralds and the like. With his mace he can do serious damage to much heavier hitters than Kingpin.
