Superman being stronger and much functionally (not flight) faster than Thor actually means he is much, much more powerful!
1. Sentry- Arguably above but that is a fight for another time.
2. Orion- A clear peer with the power of the Astro-Force and Motherbox.
3. Majestic- Lord Majestros is displeased with not being ranked.
4. Dr. Fate- Non SA Dr. Fate is still a beast.
5. Hyperion- He has enough feats to solidly place him here.
6. Mon-El- The Daxamite is a member.
7. Blue Marvel- Controversial? Maybe but deal with it.

I agree with JBL...when it comes to power, Thor and Surfer are in their own class. They have the physical aspect of all the Heralds along with the versatility of a trans and the power output of a high trans/sometimes Skyfather.
