What do you have to do or be to reach herald level?
I suppose you just have to be powerful enough. You can always take a look at characters that are rated as Low Herald and see for yourself roughly what kind of power level we're talking about(the most recent version of the list is here). Thing is, it can be quite hard to say where High Meta ends and Low Herald begins and that kinda goes for every category. As far as I know, there are no real standards for it.
