Ragnos is the most powerful. He always will be. He was considered the SITH GOD. Sure Vitiate was considered the greatest master OF the darkside but Ragnos IS the most powerful Sith. Nyriss even said it, and it was stated in TOTJ.
Ragnos has far better achievements then Shitious(who for that matter is far weaker then any of the great ancient sith and is low tier compared to the KOTOR greats or Vitiate). Sidious got tooled by Mace Windu, tooled by a injured half man slow cyborg(who picked him up and CHUCKED him into the disposer like the GARBAGE he is).
Ragnos defeated hundreds of Jedi AT ONCE. Had a sceptor that could make NON FORCE USERS into force users and DRAIN THE LIFE out of worlds and was the God of the Sith. Tulak Hord the 2nd most powerful Sithlord defeated Armies of Jedi. His Jedi kill count may be as high as 1,000,000.
Shitious would get killed in 1second by Hord or Ragnos. Thats just a fact.
