What about Dharma's and Legions? Who is overall more powerful?

Those would be the "others" I was referring to. Their feats don't even remotely compare to Pandora's, imo.

I don't recall all the specifics of Legion's feat, so I cannot accurately comment on whether or not his feat was more impressive than Dharma's.

then DC is composed of several million universes it seems in that story.

Pandora's feat is the best in terms of achievement. But how much of it was her doing and how much of it was Barry powering her machinations is up for debate imo. She's still hella strong on her own but until she does something really big solo without any aids I can't say how strong she is in comparison to Legion. Again I don't know enough about Dharma to judge on that end so I'll leave that one alone.
